Alright, everyone!
This was an idea that I first discussed this with Guy Richards and ✧Mod Bulbasaur✧ in the Cbox, and after a little bit, decided to post this in the Suggestions section to bounce it off of the rest of you before it's (hopefully) put in as part of the mechanics.
As for the idea itself, it covers Variant Moves, and their use in battles or other situations. Admittedly, some Variant Moves would be restricted (e.g.: Thunder Armor), but most Variant Moves should be allowed, provided that it's confirmed, or 'registered' by a Mod beforehand to ensure that the move isn't overpowered. (Perhaps a move 'registry' for the staff, to keep track of these Variant Moves?)
How a Variant Move would be 'registered': Simply create a brief, yet explainable description of said Variant Move, then submit it to a Mod.

Example:
Name: Suikiri (Water Cutter)
Type: Water
Pre-Existing Moves Required: Water Gun + Rapid Spin
Description: The user spins rapidly until it appears as though it is like a disk, then coats itself in a coat of water before launching itself at the target, now like a water-based buzzsaw.
Of course, there has to be some restrictions included. However, I think that these restrictions are somewhat reasonable:
Restrictions:
1. You have to 'register' the Variant Move with a mod, preferably ☆Admin Snorlax☆, before you can use it in-story. This is to make sure that the moves from overflowing.
2. Variant Moves can only be made through a combination of known moves or a modification to a move the Pokemon knows. If it was based off of no other moves, that would be an Original Move which would be more than a tad OP at times.
3. The move also has to be 'made' in a thread as well, to show how the move came to being created. It could be by accident, or by an idea your character came up with, as long as some background.
Now, for some feedback! To be honest, this is a loose idea, and will probably go through several modifications before it's allowed. All the same, though, I'd prefer to at least keep the restrictions. Anything you guys (Or gals) have to say about this idea?
